I have been to both and prefer Laguna Beach. In general, I like the diving better from Utila and have found that the water visibility is better than in Roatan. The routine at LB is a two-tank AM boat trip and a one-tank afternoon boat with an optional drop-off dive to follow. During the surface interval between the morning dives the captain looks for whale sharks. At CCV there are morning and afternoon one-tank boat dives with optional drop-off second tanks. Both offer "unlimited" shore diving, but I'd give CCV the edge for ease of shore diving. At LB, the entry/exit point is far from the locker rooms (the staff will transport your gear) and it's a longer swim to and from the reef/wall. At CCV, the shore diving is literally in your front yard.
In physical layout terms, LB is much newer and and seems to have been designed on the CCV example.
The food operation is buffet-style at both but, I felt, more civilized at LBR. At CCV, which is always busy, the guests tended to stampede when it was time to eat. The bar operation at CCV is more lively though.
Whichever way you go, bring DEET.
