OK, this is directly from Mr. Zeyad, with whom I spoke today.
The funding of the CDWS now comes solely from the membership fees.
A bank has pledged 150.000,00 LE for a specific purpose: moorings...
A supervisor from the bank will make sure the money goes only into that.
None of the donations have to be given to government, but 1/3 of the membership fees go to the ETA (Egyptian Tourism Authority) which is a normal proceedure.

The future role of the CDWS will mainly be a moderator of sorts between the industry and the government, ecological issues, licencing of DMs and instructors (CDWS-card), infrastructure (moorings etc.) and so on. As we know, the technical aspects will be handled by the MOT. How that is set up, Mr. Zeyad does not know as of now. Everything might change again after the elections, depending on who gets elected and what their plans are...
 
The mooring thing is private - far better off giving the money to HEPCA who will likely to it properly and not steal half of it. Even the CDWS has admitted they have no regulatory or inspection powers at all as thats all now MoT. That leaves the obvious question in that if they have no regulatory powers, no inspection powers then what exactly is the point of them existing? They just seem to be a slightly more corrupt HEPCA clone with even less teeth.

We've heard directly that all licencing of guides is MoT territory now and not CDWS (and also been told MoT simply isn't interested until after elections, whenever the hell they'll be).
