Carry on bag that meets 9 x 16 x 20 in. maximum measurements?

I have travelled a few times from Canada to the south via Sunwing Airlines, and their maximum measurements for a carry on is: 9 x 16 x 20 in. (As well, the maximum weight is 10kgs - approx 22lbs)

I see that the Akona carry-on is 23" in length, and the Dive Caddy is even longer.

Can anyone recommend a good/light carry-on bag that meets these maximum measurements?

Or, can someone tell me if I take off the top pack on the Dive Caddy, will it be 20" or less in length?

I haven't found A dive specific bag that does, but I've repurposed a Patagonia MLC into my gear carry on. Definitely have to reduce my kit, but it works.
