it would be my only carry-on so I was just planning to take a bare tank and throw it up there. I guess I probably should try and pack it into my other suitcase as I am dealing with TSA and airline agents...

shipping would be easier but not free, so it's a last resort option.

I ended up checking it.

But the airline and TSA both said it would have been ok.

Yes it's ok, but that doesn't mean everyone will know the rules. I suggest bringing copies of both TSA and airline rules when traveling with items that are not seen often, like scuba tanks. And if an agent denies something the web sites say are ok, don't be afraid to ask for a supervisor.
