Some truth there, but exaggerated. Plenty of by-standing tourists have been harmed. I know that all this is bad for your business, and you'd rather convey "Come on in, the water's fine" but you're really adding to the confusion.Then unless you are selling drugs in a cartel territory while in holidays in Cancun, you have nothing to worry about.
Mexico's national government developed Cancun, which had a population of only 3 just 50 years ago, to attract US tourism. They're trying to protect the cash cow, but risks do exist.
