Maybe but garden eels that I seen are a lot darker'
 
Did it appear to be sick? It’s unusual body position for an eel. It also doesn’t look like it moved much judging from all the different angles of your shots.

I agree but thought maybe white balance and/or exposure could account for the pale color. Or as mentioned, maybe it is sick.

Dive site Cedral transitions to shallow over sand. White balance not the issue.
