The NIE is just further proof that intelligence is an art, not science. Specifically, this would be the art of divination (tea leaves? entrails?) which is scientific only to the extent that it employs inductive reasoning (as in, the White House declassified one-tenth of the NIE, now feel free to formulate your conclusions).
