I think that is the Neptune Memorial reef in Miami, FL.
I've never dived it, but it looks like photos I've seen of it.
Yes, it is a shallow dive, and a few local dive boats head out there on a regular basis.
My guess is that it is taken from the webpage, or the OP is involved with it somehow.
