I have a SCUBAPRO D400 2nd stage and a R190 2ndstage as an octo, run off a Mk17.

I find that the D400 leave my throat MUCH dryer than the R190.

Is this simply because of the D400's design? Or does my regulator need to be "tuned" in some way?

Some regs such as sherwoods use metal vanes in the second stage to trap condensation from exhalation and it does reduce the dry mouth some. But what it really comes down to is that most people do not want a reg that breathes wet. There is also the issue of the tank air itself. Main school of thought is that it should be as clean as possible. This results in dry air as well. Depending on where you dive(fresh or salt) I've found a little rinse has yet to hurt. Take the reg out swish a little water, spit, replace reg and clear it. Being properly hydrated before the dive helps also. And after a 100 or so dives you get used to it. Jusy carry a bottle of water for between dives.
 
You can add an Apollo Bio Filter that adds some moisture but if your diving includes cold water , like in quarries that's not a good thing to be adding to the second stage input.

If I feel a case of dry mouth I start by thinking about a favorite food (pizza works) and that gets the saliva flowing. Now remove your regulator and swish that saliva around to irrigate your mouth and swallow. Replace your regulator and off you go. Reinserting the wet second stage will help too.

Meanwhile you included a nice regulator R&R drill in your dive.
