True. Not locked but the manufacturer/retailer will not put it in your possession until you start a class with a qualified instructor.
 
Are you aware that operator error is the leading cause of fatalities on CCR? Whoever makes the rebreather usable before making sure you are aware of all the ins and outs, is taking a huge liability risk. Not saying there aren't places that would do it,..... but I would say it is very far & few between.
 
All has been said I guess. To illustrated the problem, I'll give you an example :I know of at least one guy in France who bought a CCR second hand. The rig wasn't supported by the manufacturer any longer, no courses were available, so he tried to teach himself how to operate the rig. He was a very experience diver by all accounts, but not CCR trained one way or another. He's no longer with us.

Let's have a reality check here.
In theory, a manufacturer won't sell to an not certified diver but that is theory :)
Furthermore, you can buy a second hand unit without any questions.
Now of course, if you have no idea about rebreathers, it is better to take a course on the machine you plan to dive and I won't advice buying one without a course.
The best way, is to build your own but this is for another thread :)
(@JMBL : are you talking about the Sentinel and this unfortunate accident of a few years ago?)
 
It is like me buying a single engine airplane and trying to teach myself to fly it having never flown an airplane before.

If I have read all the books and watched the YouTube videos, I should be ok right?
 
You can buy almost anything without training.I know people that own airplanes and pay a pilot to fly them around. You can buy a motorcycle, parachute, any number of machine tools, big fargin boats, $300 an hour escorts, and not know how to use any of them.
