Since there was so much difficulty understanding the issue the last time I requested a fix, I will give as much information as possible.

1. The above post is missing a thanks button.
2. The above post is less than 24 hours old.
3. The above post was posted from Australia.
4. All the posts above it and below the referenced post on that page have a thanks button.
5. This button is missing in both Mozilla Firefox ver 3.6.12 and in Internet Explorer ver 7.0.6002.18005.
6. I must assume that my classified # of thanks per whatever secret time period thing hasn't expired since I can see the button and click in on it in other, US posts.
7. I have not discovered other foreign posts that have the same issue, nor can I ascertain it is OCONUS versus CONUS.
8. This was also part of the problem I initially reported back in October when the revolving window and date time set new policies were revealed.
9. I have no idea if the current issue is in any way related to that previous issue.
