I am in Sudbury. Nearest border is Sault St Marie at 4 hours one way. Buffalo is around 6 hours.

The amount in gas alone, and the duty I would end up paying for something, even a light, is just not worth it.

I hear you, and feel your pain (I hail from Labrador originally). Thought it was worth a shot that you might occasionally come this way.

has a push button on off and 3 different brightness settings, also is video angle or spot angle depending on your use

Realistically I'd just call Dan's and grab one of the Hog's and be done with it, get an extra battery for it if he has one, if not you can get generic ones elsewhere, and you'll have an infinitely better light that what you are looking at. It appears unfortunately they don't have any light socks which kind of sucks, but you can DIY them, though I would look at mask mounting first. Couple of loops made from bungee to hold it in and one on the back to clip into and you'll be good to go.

If you ever make it to Florida, I bought two of these from Cave Country Dive Shop. I'm pretty sure I paid $45 USD. They had a pile of the things on sale. I don't think Cave Country usually extends their sale prices to internet shoppers unfortunately. Not as bright as the edge morph. They do work on 18650 OR AAA disposable.
 
I would say throw the C8 away as well. It is way too big, way too heavy for what it does. The need for 8x C cell was because of the inefficient indancasent bulb. You can easily get LED today with 3C, which is brighter and runs long. If shipping to CA from US cost is unreasonable, maybe you can consider of the Brinyte DIV light from ebay. They are well made and proven, and they are the manufacture for quite a few of the popular dive lights mentioned here.
