That's why UW photography should ONLY be done by tech divers approved to 2000 ft......:)....(some rules are made to break)......
 
this was taken holding my breath (snorkeling, had to dive down to get the shot :D )

I hold my breath when I take photos diving also, not right after inhaling though, lungs full you tend to become positively buoyant and that can also disturb the process ( causing motion...)
 
Control buoyancy by increasing or decreasing the average volume in your lungs while useing short shallow breaths for breathing. With a little practice you can hover or move up and down in the water colum almost with out thinking about it
