Third party information says - group of freedivers - 1 dead, 1 with amputated arm. Run over by privately owned boat. No other info available at this time.

Where does it say "in a boat zone"? They could have been only metres from the shore for all we know. In any case, boat drivers have an obligation to look out for anything in the water. If they were using floats with dive flags, then boats have to keep away from them (well that is the law in Australia and every other place as far as I know). Impossible to tell whose fault this is based on that report.
 
Ok, you're right. I assumed to much. Let's see if they all had dive flags.
