The only one I know of is oceanside at Harry Harris Park. There is also a park on the bayside at the south end of the next key south, Plantation Key
 
There are a couple of artificial beaches in Pennekamp Park. My favourite is Annes Beach down in Islamorada. Its worth the extra 20 minutes in the car
 
Not what the Keys are known for - sounds strange, but true - probably the best beach in the Keys is Bahia Honda; not close to Key Largo; closer to Key West, in fact -

I think if you come looking for beaches in the keys, you are going to be disappointed with what is available, not much.

Best beaches in FL are on the west coast and the panhandle - waaaaay better than the keys
 
Founders park on the bayisde in Islamorada. Some Resorts here have beaches. You can look at the stickies on Guide for Fl Keys and it will give you an idea of what is offered here from Key Largo to Key West.

That's exactly what I was thinking Bahia Honda! But there's also a nice beach in Marathon, Sombrero Beach.....Nothing I can recall in the upper Keys...Fort Zach is the best beach in KW...
