There are a lot of high quality BCs that would fit a young girl. My daughter is TINY and she uses an Oceanic Libra. It fits well and is very comfortable. Oceanic has several BCs that you can get in XSmall. The same is true of most of the major scuba lines.

As much as I like BP and wings I wouldn't recommend it for a young girl... not without checking with her first. If she was interested, then I would want her to try one before purchasing it. I would also want somebody that was really good with that type of gear to help her adjust and size it and then teach her how to use it... including going with her on a few trips.

I think most girls would be much happier with a standard BC... with pink accents or whatever. But then again, who knows!

My youngest boy was not at all thrilled with a BP/wing. Only this year would he even try one on. Now he has a custom FredT that is pretty small... maybe with one year growing room. Still, I think that he would just as soon have his old BC back.

Take your daughter up to your shop and let them find something that she likes.
 
I would suggest a BP/W like some other posters have suggested due to the infinite adjustability, plus, it's my choice of BC. Also, a Dive Rite TransPac, it's a little more like a traditional BC, but Dive Rite will upsize the parts for you if you buy it for a child (at no cost, I believe).
