Goto a Hardware Store or Store which sells Saddles & halters and purchase a Handstiching Awl and a rol of waxed nylon Tread. \now just handsew the Netting onto its place.

The correct term for this tool is called a "sailmaker's awl" and is used in all kinds of heavy duty handstitching applications, particularly those involving heavy canvas fabrics (like sailboat sails...at least old school ones), leather, etc. It is a very easy tool to use, and exactly the correct item for this repair. Directions for its use are easy to find online, and you won't have any kind of difficulty with it. In a pinch, I've used waxed nylon dental floss to sub in for thread I didn't have...not as good as the high-strength thread, but perfectly serviceable. ANY good boating/marine store should have them.

A little dab of either Aquaseal, or superglue even on the ends of the threads (once properly knotted) will keep them from unfraying again at the ends.

BTW - if you're carrying heavy enough stuff to rip the pockets on a BC, perhaps you should be considering alternative equipment that would support those loads better? Shorts like these: Highland Neoprene Pocket Shorts - Dive Gear Express, or similar from other manufacturers can place the stuff you're carrying in a more appropriate location for both weight and trim, as well as accessibility.
