i'm looking and buying a 3mm or a 5/4/3mm full wetsuit.

can i then buy a 3mm shorty to fit over that?

i was also looking at EVO brand wetsuits. someone told me mares make them. is this true?

Sry, can't help with the EVO question.

But concerning the thicknes you should buy 5 mm. Where do you dive? That is the question cause there also comes your answer but a little more heat hasn't hurt anyone. Being in a 26 C water for 30 min can also cause some shivering. So i'd suggest 5mm.
I myself dive a 3 mm fulllength and on top of that a 5mm and the water is around 10-15 C.

If buying a shorty to go over a suit... best to go with a sleeveless vest or else it will get bunchy in the shoulders.

Yes, a 3 mm Shorty over a 3 mm full suit works great. You get 3 levels of exposure protection for the cost of 2--what a bargain!
