I don't think the LDS is unreasonnable. In Quebec, the water is around 40-42 as well and everybody does their OWC in wet suits. The dry suit is a specialty given afterward with a few dive under your belt.
It is the choice of the LDS to accept or not drysuit in their OW certification (assuming an orientation was done) but so many things can go wrong with a dry suit.... I would expect and LDS to charge extra for an OW certification with a dry suit since he should have less students to supervise.
