Anyone know where I can find bands for these tanks or a manifold that allows you do adjust how far apart the tanks sit like modern manifolds?

There are no modern manifolds currently in production. The only new production available for sale are Thermo non-modular DIN valves.
Modern manifolds with 7/8" threads occasionally come up for sale on eBay and similar sites. Dive Rite made them for a while, and there were generic versions. Prices are high reflecting their rarity.
I have a couple of sets myself which I'm not interested in selling at this point since they're in use on my twinsets.
