So we've already purchased are plane tickets and plan to head to PG end of August for around 10 days. We are just now realizing this is typhoon and rainy season. We have limited windows of vacation dates so this was when we could all agree on. Now we are nervous and are looking into the cost of cancelling our flights and changing our dates to the end of November. Can anyone compare those 2 time periods weather and dive condition wise? Does August really suck and November is much better? Of course you can't predict weather but I'm trying to understand what the odds are....would you cancel?

NO.
PG was hit by a typhoon couple of yrs ago on Boxing Day!!
Indonesia would be better but there is always volcanoes erruption to worry about!!!!!

Don't over think about it, what ever will be will be. God will/Inshallah.

You’re already committed unless you’ve booked your airfare less than 24 hours ago. If it’s less than 24 you can cancel without a fee (full refund). If it’s past 24 hours just go on with it and buy dive travel/travel insurance with good coverage for prepaid dive expenses that are non refundable along with unexpected delays due to weather, extra stays, etc.

After 15yrs in the Philippines, with 4yrs in PG, I wouldn't stress about it too much and just look forward to a great trip.

-Yes it might rain for an hour or 2 each day, but the rest of the day will most likely be sunny and beautiful.
-Yes you might a get a day or 2 when it rains all day, but the diving will still be good and unaffected by a bit of rain.
-Yes there "could" be a more serious storm, but the chances are slim and even if there's a big storm you won't be in any danger and the most you might miss is probably 2 days diving. The chances of this is probably 5-10% maximum.

Chances are you will have an awesome trip and the weather will be great, in recent years there's been less and less rain in August and September and mostly great diving conditions. Plus the bonus that it tends to be quieter with less tourists around!

Have fun :)
