I was recently on a History Channel shoot on this very wreck (to be aired in Nov 2008 - Lost Cities of the Underworld) and during the pre-filming one of the members of the film crew actually tried to wrestle one of those Mark IX depth charges around and pull it out. One of the advisor divers saw this and very quickly put an end to that but there were some hands on it at some point. These particular depth charges holds about 300lbs of HE each.

If you are trying to lift a small to mid-size recreational type boat anchor you can directly lift it using a large double ender . Put one end though the mounting link on the anchor and one end directly attached to the lift bag.
Of course if you are "planning" on a recovery, having a small lengh of line with loops at each end and a locking caribiner is a great idea. But we often find stray anchors during our dives in South florida when we only have spools available.
In this image, the double ender approach is being used. The spool could have been take off, but my buddy kept it attached to the upper end as he did not have a pocket.
