hydro12:Just a brief thought about the titanium second - if you ever intend to move further way down the road with diving and end up using higher % of O2 (80% or higher) for deco, the titanium will react and provide combustion fuel. May not be significant for you now, and PP blending of nitrox should be fine since the higher % of O2 shouldn't reach the 2nd stage as it will have mixed in the tank once air has been added, but if you wanted something that may grow with you for quite some time, just food for thought.
Although, by that time, you may be investing so much money into tec diving, another $500 for a reg is nothing =X
Actually, by that time he will need many many more regulators, and the Titanium second stage can be used for backgas, bottom stage, and, in a pinch, the 50% deco gas. So this is really not a consideration, EVEN IF (a big if) he intends to go the deco diving route in some undetermined future.
And one comment about 'cold water' lest people get the wrong impression by taking the posts of folks from up North out of context.
Above-40 degree salt water is not really 'cold' water in the regulator sense and almost any regulator without any special anti-freeze credentials will work fine. With freshwater it's different, and environmental sealing may be necessary when it gets close to 40 degrees. Just a note, as people keep asking whether they need the environmental seal to dive say the 'cold' waters of Northern California. (45~55 degrees.)
