I see the Pacific species a few times a year as well as the bullseye electric ray in the Sea of Cortez. I haven't had a problem with them as long as I film from a "respectful" distance... and stop if they turn around to face me!
Back in 1985 while filming a Cousteau documentary on California's Channel Islands, we had a diver decide to "play" with one and he got zapped. He was fine but had to stay out of the water for a day or so.
