Are larger RIBs more common outside the US?

Yes, they are more common in Europe especially in the UK. I would suggest you look at commercial vessel websites for used Fast Rescue Boats. These make awesome dive boats. These can be had at very reasonable prices. Getting new tubes made is also not that expensive especially if you install them yourself. Good luck in your search.
 
10 meter RIBs are more common in Greece as that is the maximum length you can pilot with a fast boat license. Also the Aegean is rough in the summer, so those are the preferred dive boat during that time.
