Are all Bauer Junior II "Breathing Air"

I would guess it already is putting out breathing air. Assuming the oil wasn't changed to something nasty and the filter is new. There sure is a bunch of extra junk there, and the outlet tube from the Bauer filter looks crushed. Hopefully you can sell the extra hydro testing junk to fund the restoration.

It will (IMO) need additional filtration to reliably output breathing air, the little P0 filters experience breakthrough rapidly.
 
Hmm, I would take that in a heart beat at the present bid's, but the freight here would make it uneconomical.

From what I can see the compressor should still be pushing out breathing quality air as rjack says, at worst from the pic's I think you may be in for a service and a filter change.

My opinion, grab and run, its an absolute bargain.
