Hey, ORing, here's the scoop.
If you need to set the i.p. you must access the adjusting nut under the pressure transmitter.
Upon re-assembly you need to have the regulator pressurized BEFORE you screw down the environmental sealing end cap
If you do it the other way, when you pressurize the regulator, the diaphram flexes, and the chamber swells outward.
Here's a BIG caution, you must use 2 spanner pin wrenches to disassemble the pressure transmitter cap from the body, and to re-assemble it. The diaphram clamp must be hard and tight against the body, or you might blow out the diaphram U.W. while diving.

That agrees with the Apeks manual which specifies that the "hydrostatic transmitter" (looks like a piston with the shaft end inserted thru the IP adjuster) and other environmental parts are assembled with the regulator pressurized.
 
Every DS4 or DST I have bought, from an LDS or otherwise, I have dove straight out of the box.

I just got my DS4 today, and I am wondering if I can go ahead and dive with it or do I need to have to have adjustments made? My LDS is no help...

It will be fine. The only time you would want to adjust it out of the box is if you were diving in very cold water or trimix (if you wanted).

It doesn't need to be tuned down, but some people do it anyway. Helium is less dense and breathes easier than air. Some people tune the IP down to increase the reg's reliability a bit. I doubt if it's necessary, but a lot of people do it. It certainly won't hurt the reg to tune it down when using trimix.
