I did not use PayPal. I only use PayPal to receipt money. I paid with a debit card as I have no credit card. It's in a foreign currency. The fee is exactly 3%.
Oh - it was on the outbound payment from you. That makes sense. I have to pay the fee sending you AUD or Yen.
 
So if you buy something using your debit card outside of the US online would you get a similar fee?
 
I guess I'm not a business and obviously pass on costs, this one snuck up on me 🤦‍♂️

Yes, as a US Account Holder, charges in foreign countries have Foreign Transaction Fees added to them.

Amazed Japan don't do this as they have fees for everything, although perhaps they add it into exchange rate ?

Usually, depending on the card used. HIgher end cards usually used for travel will sometimes/often eat it (like my co-branded United Airlines Visa or American Airlines MasterCard frequent flyer cards). I would imagine that most all debit cards would carry a fee as they probably don't see the $$ flow through that frequent flyer cards might.
 
Guess with my lowly debit card I'm considered a minnow.
I think it is not a reflection on the user or their debit card, but most debit cards don't see a lot of high-dollar transactions. When I'm traveling on business, and I have 4-5 trips a month (airfare, rent car, hotel, meals) on a card that's a lot more dollars they get their 3-3.5% merchant fee on. So more room to spread it out over.
