What's weird is it looks as though the second hydro stamp was done before the tank was hot dipped galvanized by Pressed Steel (the stamp appears to be under the galvanized coat).

I looked up the RIN for the second hydro and it doesn't show it as an active retester but it was a long time ago. Maybe it was old stock and Pressed Steel decided to have it retested so it would have a full 5 year hydro at time of distribution. Nothing to worry about but a bit of an odd ball for sure.
 
yeah, it's really strange for sure...isn't there usually more marks around the shoulder of the tank as well? like manufacturer and what not?

All required info is there ... DOT specification, working pressure, serial number, manufacturer's stamp, original hydro stamp. Some tank manufacturers add more info but it's not required.
