Many years ago ALL divers wore drysuits with an integrated mask
and then they invented scuba.....

Seriously, back to the mini-B. Who would fill the thing unless
the person had a c-card? If someone dies using this some of the
blame should go to the guy who filled the tank.

Serioulsy too, I can see a need for some type of certification
that allows a diver to go to (say) 5 or 8 feet depth with equipment
that cannot be used lower. Possibly a tank towed on a float
or something...
