Advice where to buy basic dive equipment for 10 people

You didn't state new, so I will mention it. I have 6 sets of diving recreational regs sets listed for $100 each. I doubt you will find a better price. I would take $500 for all 6 sets shipped to the east coast.
 
Most manufacturers have an "institutional" discount which may be 30% or more. Make sure you mention anything in your NGO's favour, conservation, research, etc. when asking for quotes. You may be pleasantly surprised how much you can save, and of course if one manufacturer offers a discount it can be a bargaining point with all the others.
 
Does it have to come from the US and get container-shipped to Africa?

Just wondering if @BoltSnap might be able to get you set up or pointed to in-continent source(s).

ETA: Maybe someone knows some RedSea dealers that might be good supliers.

I'd contact in-Africa sources not in US. The Manufacturers' departments that are responsible for the specific market region the OP is covering. They will probably be considered a "dive school" and hence get dive school discount.
