Just get a transfill whip, that way you can empty a cylinder, inspect it, and then put some more air back in it from another. Problem solved.
 
…RE blown burst discs – not in use in SA luckily…

I appreciate both sides of the Scuba cylinders burst disk argument. Imagine a valve that blocked flow to the burst disk when the valve was fully open. I believe that this would satisfy both sides of the debate for Scuba, but maybe not SCBA cylinders for firefighters. I can envision that the manufacturing cost increase could be very slight with cleaver design.

Interesting. Is the O-ring seat design different on Faber or between M25 and ¾"-14 NPSM?

That depends entirely on how clean and dry your fills are. Use history as your guide as long as you continue to use the same air source and they remain consistent. Once a year will be fine if your past VIPs haven’t shown any contaminants or corrosion. However, if that is true you probably don’t need the dip tube filter.

In the end, our greatest leap of faith we all must have is in the quality of breathing gas and the cylinder won’t explode.

BTW, don’t use a sintered filter with integrated threads rather than machined brass threads. I used them in the past for silencers and noticed that they shed particles that would end up in your regulator filter.

If I recall correctly from my SAUU compressor operators course manual the reason for the 20 bar limit was because: "below 20 bar any water in the tank will not be sucked out of the dip tube".
Assuming, I didn't by accident dive till I had 20 bar left, there should be no water and a little decanting should be OK.
