Just get a transfill whip, that way you can empty a cylinder, inspect it, and then put some more air back in it from another. Problem solved.

If I recall correctly from my SAUU compressor operators course manual the reason for the 20 bar limit was because: "below 20 bar any water in the tank will not be sucked out of the dip tube".
Assuming, I didn't by accident dive till I had 20 bar left, there should be no water and a little decanting should be OK.

or just don't carry elephants in your tanks
