Aren't the land borders still closed??
 
Heard the same thing from someone who has a place in San Carlos and goes back and forth from Tucson.
The border never actually closed
 
I drove down from Austin at the end of May. The land border is not closed; it never closed and Mexican immigration is happily issuing tourist visas daily.
