I agree with the need for more info about what would count as "romantic" as well as with Paradise Hunter's statement that what's good for divers might not necessarily make for a romantic setting.
In general, though, I'm with greylion: if you're talking honeymoon, 10th anniversary, etc. the Intercontinental Presidente is your place. It's a very nice property with some gorgeous rooms. At night the downstairs walkways are lighted with candles. They manicure the beaches. There's a nice spa. The staff is extremely attentive.
It's also great for divers, especially if you get one of the ground-level rooms facing the beach on the north side, since those rooms have an outdoor secure drying area for gear that prevents clogging up your bathroom with dripping wetsuits. Just about any operator will happily pick you up at their dock no matter where you're diving, because the caleta where most dive boats live is immediately adjacent to the resort.
The biggest problem is the price, which is relatively outrageous compared with other properties on the island in today's economy. My wife and I have decided it's simply too expensive to justify any longer after staying only there for several years.
I've never been inside Scuba Club, but good friends will stay only there. We intend to try it next time we don't have extended family with us (and thus end up renting a house).
