I would like to place a formal complaint to PADI. I don't know who to let know and how to do it. Can anyone on here help me out.

Do you care to share some general details, to find out if you should bother??

QA deals mainly with training standards & some safety issues (O2 and dive flags on boats ect), if you made deposit for a course, didn't start and wanted your money back, you maybe out of luck.
