Hi O-ring,
Is it me ? but answer one question, why do you want an Over Pressure Valve? surely you just need 1/2" plugs for the holes that you want to seal up?
Why complicate it, and put the price up..it ain't rocket science.

If the first stage seat/orifice seal isn't perfect (seat is worn as an example) it will slowly let air through, and intermediate pressure (IP) will have tendency to rise over time.
If you breath from such regulator, chances are, you might not even notice the problem, because after every breath the IP is relieved.
If you dont breath, downstream second stage will act as an overpressure relief valve, and will open when IP climbs to certain point.
If you have upstream second stage or no second stage at all, you need over-pressure relief valve. Otherwise the IP will rise until the low-pressure hose bursts.

You have a first stage reg with nothing on it but an LP inflator hose. No second stages since it is an argon reg and you don't want anyone breathing it. What happens if the HP seat fails, causing IP to rise, and there is no second stage to freeflow and bleed the pressure off?
