Yes when you have snorkeling/free diving skills to do. NAUI requires teaching free diving skills in the openwater course.

I think NASE was going that route as well two years ago. I must admit that since my teaching has slowed down, I haven't kept up.Even GUE uses snorkels during the Recreational 1 O/W course to meet standards.
Wow, they are so, so hostile towards snorkels that it's just unbelievable. I know I certainly don't.Their standards say no mandatory snorkels.
