The link I posted has specific instructions for in transit passengers. I summarized them.Correction...you may be able to if your flight from the US lands over 2 weeks before you board your flight to the Bahamas and you spend that 2 weeks in transit...in the airport...possibly in a bathroom stall..
although I believe the guidelines of allowed transit times within airports, due in the pandemic are less than 2 weeks...

No need for 14 day quarantine as in transit US citizen tourists are not allowed to enter Canada. Canada's quarantine rules only apply to people who are allowed into the country.
I have no idea how Canadian airports control in transit connections. I believe the arriving flight and the next flight both must be international flights: you could not arrive in Toronto, fly to Vancouver and then take an international flight out of the country.

I felt it pertinent to hilight that your statement is generally correct, but not in his instance.

But I don’t think anyone is actually excluding US residents just for being US residents/Citizens..(North Korea/Iran etc excluded)
