I also prefer leaving the snorkel at home. In choppy water the reg would be better.
If needing to carry it, it would go in a pocket. It is as accessible as it needs to be. It's not something you need in one second.
Cutting it may be ok depending on the length of the original snorkel. Some may be a bit too long, but others are fine the way they are and if shorter then it defeats the purpose of being able to breathe in rougher seas because the water will go over the snorkel and you have to stop breathing. For that I'd just not have anything and close my mouth when a wave comes
