if you can borrow a set of Hollis F1's or bigger jet fins try that. If that doesn't work you may just have to go to small 1 or 2lb ankle weights which would be terrible. What breather are you on? I assume the bottle are inverted? How are your stages run? If they are standard DIR style stages, try putting a bungee on and pulling them back so the slung bottles are sidemounted instead of just clipped off. This moves the first stages lower on your body and helps to pull your hips down.
