For carry-on tropical scuba gear, I pack everything but my fins and wetsuit (and cutting devices) into a cheap C-9 by Champion rolling carry-on that I bought at Target. Cost was about $80.
 
I just purchased a North Face base camp duffel- medium. Right now I have my entire set of gear (fins, BP&W, reg, suit, mask, lights,
parts kit etc) plus a towel and room for my clothes to Mexico. It's like 2" too long for carry on but we are gonna see what happens! Worst case I check it and carry on my reg and go pro.
 
There are no wheels and it is not dive specific but I use a soft sided square duffle bag from Sports Authority. It weighs next to nothing and last trip I got BCD, mask, reg set, booties and wet suit in it and still weighed less than 22 pounds. I even threw in a few cloths items to provide a little extra cushion. I think it was about 24 dollars.

edit: IMO wheels and handle just add weight and rigidity, making it harder to fit in tight spaces.

+3 for the Dive Caddy. Bought mine slightly used at a great price. Have traveled with it to several tropical dive locals and the only time I had any problem at all was a small island hopper flight in Fiji where they insisted on putting it on the luggage area and not letting me carry it on. But I was able to supervise them loading and unloading it, so it wasnt that big a deal.
 
I could put my fins in my checked luggage.. But I dont care to put my $800 BC in my checked.. Id rather keep it on me at all times.. I just knowtoo many ppl to have their luggage lost and/or stolen and I dont want to take any chances..

Are you able to fit you BC as well? Right now I have a regular carry on where all my things are stored, but the bag seems to tip forward from the weight.. And Parz.. That is a nice looking bag.. Im honestly not picky about a bag.. But I want one that all my stuff can fit in and be with me while traveling.. And not tipping over or being a hassle to lug around.

Your BC should fit, I fit my backplate and wing with no problem and room to spare. Fins are just too long to fit in the bag. It is very stable and I have never had a problem with tipping. My laptop bag has a slot to go over the roller cart handle and even with that weight on top, it is stable.
 
The pack is a BC?... Well I do have my own BC already. ScubaPro LadyHawk with an Air 2.

I would put the BCD in the checked luggage with the Air 2 removed and put in your carry-on if you want to take extra precautions. I usually put everything in the checked luggage except regs, gauges and cameras.
 
+4 for the Dive Caddy. It may get a little heavy packing it around an airport but it is worth knowing all my gear is going with me, I know where it is.
