Is it illegal to scuba dive in a public pool with people?

Just tell people you're with the Pool Inspection Department. Tell them you're looking for small cracks that could lead to BIG problems. When they ask "Why do you inspect it so often" just tell them this is the pool you're most concerned about.

Many public pools are used for the confined water portion of training. I have been in city rec center pools, private health club pools, hotel pools for that purpose. Arrangements need to be made. For public pools it's usually through the aquatics director of the location. Rules, times, and other are set at that time.

We use a friend's pool to practice skills. It's about 9 ft. at its deepest point so it's perfect.

I wanted to know if this is illegal because my friend wants to do it and im not sure if there is any law against it. I know that it amy seem like a dick move but it won't effect anybody negatively, because there are few people that actually attend this pool.

As many have noted, you need permission & if permitted in, you need to be careful not to drop anything heavy that might damage the pool tiles.
But it's also IMPERATIVE that you all clean your gear exceptionally well before taking it into the pool. Introducing filth & bacteria to the pool would be a poor way to say thanks for the use of the pool. Be esp. careful with suit boots, weight belts and tank boots because they have the greatest tendency to hold sand, dirt & lord knows what-all else.
