I need a new wing. I need to choose between Apeks WTX4 (WTX6) and Scubapro X-TEK HS. Need advice regarding quality.

I can only comment on the APEKS WTX6. It's solid in every way. Good inflator unit, strong outer shell and it;s never let me down.
The scubapro tek wings are a new addition to the market. I've seen one up close and didn't like the look of it. It had more of an inverted 'V' shape that an a U-shape, not that makes a stunning amount of difference.
I should point out that I dive almost exclusively using APEKS kit, and I live in the UK where APEKS is significantly cheaper than the Scubapro Tek wings. So I'm a tad biased.

I'd be interested to hear about the new scubapro wing. Apeks is good, solidly made stuff, although I've believed that it wasn't as innovative and minimalistic as the likes of Halcyon, Oxycheq, Frog or DSS.

My local dive store have started to use them for thier own use.

He was telling me how he started with a wing for twins but now he uses the single tank wing for his double 12's and reakons it performs really well.
This was no sales pitch as I was already there for bits to complete my new Halcyon wing. It did look a nice bit of kit though.

Inflator hose is pulled straight off a standard rec bcd e.g t-zone or similar. The outer shell looked flimsy. Bear in mind that when I was looking at it ; at a dive shop I was working, it was set-up between a new DiveRite wing and a new Halycon (recently purchased, as opposed to new design, I mean). It really looked like a cheap knock off a la IST or Divemaster Wings rather than the real deal.
The Tek wing is Bungeed where as the WTX isn't. Personally I'm not fussed either way, but the OP may want to take that into consideration when buying.

As regards innovation, I really couldn't say. But when it comes to minimalism, you're spot on. Side by side the WTX3 compared to a Halcyon Infinity is a big bugger, they have similar lift capacities as well. Although I've never felt that there was increased drag (then again my previous wing was off a Zeagle Escape, not a Halcyon)
The Evolve and the WTX6. Well I prefer a horseshoe shape compared to the doughnut as I like to bungee my SMB on the bottom of my BP, personally I wouldn't want my cell pushing against that area, as a doughnut may. It's an issue I accept with WTX3 but I like to leave the bottom of my twins uncluttered in case I want to add something to the tanks e.g D-rings. I find that WTX6 sits nicely on a set of twin 11's with minimal taco-ing, virtually zero with a set of Twins 15's.
I think where APEKs excel is in their pricing. Halcyon/Agir Brokk while nice equipment is incredibly expensive compared to the alternatives and I really can't see that their equipment justifies such a huge price hike.

The new Scubapro Tek line has both bungee and non-bungee wings. I recommend the non-bungee wings (better control) but NOT ScubaPro. ScubaPro non-bungee wing is almost an exact copy of the Halcyon Wings so if you are looking at those you might as well go with the original over the copy and I like the inflator on the Halcyon better than the ScubaPro. The other problem with both the Apeks WTX4 (WTX6) and Scubapro X-TEK HS is all the dumps. Don't need them and the more you have the more potential failure points.

You will have more "control" in the water when you use the right type of wing for the type (singles/doubles) of diving that you are doing.
 
I recommend the non-bungee wings (better control)...

Not to turn this into yet another bungee wing thread, but could you elaborate on why you feel the non-bungee wings have better control?
