A single cable tie on the inflator is a failure point. Two cable ties on an inflator are not two failure points, since if one fails, the other one still maintains the integrity of the system

A blanking plug is a failure point, since if it fails, the system fails. A wing with a blanking plug and one dump valve has one more failure point than a wing that has one dump valve and no blanking plug
Of all the things classically defined as a failure point in tech diving, I think claiming that a blanking plug is one that really stretches the definition.
