Malaysia and Thailand, Indonesia
You can live for very little, if you are careful you can earn enough to pay for your diving.
I would sugest you work for 1 month 16 hours a day and get a stake together then spend 2 months travelling Indonesia, Malaysia and Thailand.
 
I think I'd go to Australia. Peter and I spent two weeks there in 2005, and it was one of the best trips we've ever done. I loved Sidney, which made it into my top four cities in the world to visit, and I loved the countryside up on the Gold Coast, which is where we dove. Five years later, the diving in Byron Bay still ranks as some of the best I have done anywhere. And the people we met in Australia were wonderful . . . friendly, outgoing, and always seeming to have time to talk. And there were lots of things to do there besides dive, as well; we visited the wine country, went horseback riding among kangaroos, and didn't even make it to hike the rain forests or other things that had been on our agenda of possibilities.

that sounds like alot of fun. Wish I could do a month there, visit lots of different areas, diving where we can. :D

I would dive all the hot spots in the Coral Triangle and also visit Thailand.
 
I'd go to Manado Indonesia. Enough diving variety to keep me interested. Lembeh, Bunaken, Bangka. Could probably find a way to make it relatively affordable. I'd bet you could find work at the dive resorts if you wanted.
 
I'd get a room in Singapore, in one of those fleabag hotels on Bencoolen Street or over in Bugis on Tan Kwee Lan Street (all probably gone, at the pace that city changes). I'd take advantage of the direct flights to Manado, Bali, Cebu, and Port Moresby. I'd take long-weekend trips to Pulau Aur, Terengganu, etc. I'd get over to Sipadan for a week, maybe make my way over to Sangalaki, Derawan, and Kakaban while I was in the neighborhood. Then over to Kota Kinabalu, and Layang-layang from there. Once back in Singapore, I'd take whatever ferry, bus, and plane combination got me to diving in Sumatra. If there's any time and money left, there's a lot more diving in Indonesia, or you can try Koh Tao in Thailand.

Yeah, Hong Kong is great but the diving sucks (sorry, Vladimir). But I have to say, in this part of the world you are only a short flight away from tons of great diving. And flights are dirt cheap in this part of the world. If I lived here full time I'd visit Truk ever 3 months...

No offense taken--I haven't even gotten my feet wet here yet, but there are some guys diving in Sai Kung, from what I understand. So far it's been an occasional trip to Bali or Phuket for me, but my dive count has gone from ~75 a year to ~25 since I moved here from NYC. (If it goes any lower I'll stop posting.) Which is a shame, because we are close to some great diving. If I could just get some time off work.

I did go once for a month to South Africa, we did some diving in the Indian Ocean. Also, once I went to Australia and Hawaii for almost a month. The animal life is so fantastic in South Africa, and the diving plus the rainforest is too amazing in Australia. If I chose between the two it would be Australia for diving but if I could anywhere new for 3 months I think I'd pick somewhere in the Pacific like Indonesia where it costs little once you get there.
