I just finished making a dozen necklaces and ear ring sets, it is quite easy. However, a foot of wire is way overkill, about 4 inches is all you need for most teeth. I usually start with a set of ring pliers (they have rounded, tapered jaws) and form a loop at the center of the wire, I close it with about three tight twists. Then I place a bead or two to secure the winding and loop over both ends of the wire and snug them up to the loop. Next, place the tooth in the center and bring the two wires up from behind, crossing over in front of the tooth. The wires will cross behind the the loop on the oposite side from which they started, twist them together tightly to lock the configuration, then trim and tuck the ends so they don't poke.
I have found using cord or leather to be more longer lasting than any chain. I usually put some decoration (beads) on either side of the tooth and lock it all together with some bead locks (available from a craft store). You can get some compression bead locks (look like snipped sections of spring) and use them to center and lock the beads and teeth in place.
