Cocos ... hands down ... no questions. We just need to keep the damn fishing boats out of there!!
 
The Great Lakes, St. lawrence Seaway because the wrecks have been there for a 100 years and should be there for another 100 and it would take a life time to dive every wreck. They are also discovering more wrecks all the time.
 
I second the vote for Fiji... incredible corals and fish life, plus you get the large animals as well (sharks, mantas). But there are still many places left unseen...
