Try to maintain perfect buoyancy as absolutely still as possible. Then roll over and look at the surface.

Mess with Blue gill, pick up some gravel and drop it they think it is food.
 
Eraser slate and play hangman and tick tack toe on rec. hangs. Magnetic checkers when I have to do some longer deco hangs.
 
Who has spare time on a deco stop? I'm spending mine monitoring my breathing, monitoring my dry suit, looking at my depth gauge, checking my buddy, relocating the line, monitoring my breathing, checking my dry suit, looking at my buddy, making sure we still have the line . . . If I ever get relaxed enough to get bored, somebody's bound to throw an OOA at me, take my mask off, or insist that I do a valve drill at 10 fsw.

I never lack for entertainment at stops. When I get to 20 minute ones, maybe.

Most of the time I do nothing, but on occasion I'll play rock paper scissors, steal items clipped on my buddy or surprise my buddy with a little purge of his reg. I know he can handle such shenanigans. I know somebody who has ballroom danced and pole danced on the anchor line but havn't seen it first hand.

That's what me & my regular buddy do.
I tried to kill him once, took out my knife & started chasing him around the line. I really only wanted to poke a hole in his drysuit:) (fortunately I didn't get his suit as it was a loaner while his was being repaired)
 
I mostly shore dive so the 15 foot stop is done on the bottom where it is 15 feet deep. There is a surprising amount of stuff to see there. Sometimes after doing a planned dive to 80 feet i'll see the best thing at 15 feet. Here in Redondo Beach it's mostly baby rays (there are three species) that like to hang out at 15 feet. So I look for rays.

I've blown a few bubble rings while hanging on an anchor chain too
 
I usually do a neutral buoyancy check (if my tank is nearly empty), equipment check - see if anything has gotten loose (something to fix in between dives) and occasionally (if I warn my buddy beforehand) we practice out of air drill.
On boat dives, while hanging onto the bar for the safety stops, I've seen stingrays, sharks, schools of triggerfish and yellowtails and a dolphin once.
 
I start my analysis of the dive, go over things in my mind, and do a equipment check.
 
A friend of mine got me doing this on shore dives where you are along the bottom.

Try to make a stack of rocks as tall as possible. It sounds easy, but getting the rocks over 5 or 8 high is pretty rough. Keeps us entertained.

If you're hanging under the boat in warm waters, there's always having a stare-down with a barracuda.
