I bought the biggest, fattest dsmb i could find after a boat failed to spot me surfacing and i was left bobbing around for a while.

Why the long length of fabric between the balloon and the ring to tie the line? It makes it difficult to stash the dsmb and line neatly together.

Is there a clever way to store this that I'm not getting? I'm tempted to do some alterations...

I think you're supposed to wrap it around and clip it to itself. Most have a similar strap with velcro on it.
 
I wrap the line around and fix the spool with the bungee to the dsmb.

To make it easier to keep the DSMB vertical for visibility for the boat crew. If you had a shorter leash and had to pull down against that large of a buoyant object to erect the DSMB, your arm muscles would get fatigued and other tasks would get complicated. If you made yourself negatively buoyant to “make it easier”, you’d be putting yourself at risk of losing control.

With the long leash, you’ll still have to take up the slack and put tension on the line to get the buoy vertical but you’ll be pulling a whole lot less air under the water.

the long leash makes it nice to clip to your crotch strap d-ring so you don't have to hold it vertical.

As said above, you should be able to wrap it around again and clip it off to itself. Some of them won't be able to clip over the webbing easily but you can get it around the bungee without issue
