Bought a great DSS XL backplate with Halcyon Single Strap to build my BPW, then out of the blue I got a great deal from a buddy on a new full BPW system. I have a buddy who is looking to build a open water/ dry suit rig with this as the base. Any thoughts on friend/ family price?

I'm not sure what you mean by Halcyon Single Strap. When I look up the name, it comes up with a $61 tank strap for their STA, do you mean their $80 Harness webbing kit?

Now for the plate. I'd give you $200 for it. You can work back from there.

Or take my $200. I'd even pay retail for the webbing kit (if that's what it is and it's new) to get the plate.

Nomenclature... XL as in wide or long pattern or x-long pattern? The later 2 are unicorns for us tall folks, and can carry a fair price...

DSS plates were different... a shallower bend angle made them very "friendly" with single tank diving (tank very close to your back). They also had a unique webbing retention. Lastly, the finish on them was superb. They really were nice plates. IMHO, only exceeded by Freedom Plates by Eric. They also had an impressive weight plate system to increase mass for dry suit diving. My long pattern plate with the weight plates is 16#!

Unique to DSS was the Long Pattern and X-Long Pattern plates for tall divers. Fantastic in how they fit...

I have long pattern Kydex and SS as well as an X-Long SS. Glad to have obtained them when I did. I feel they were a "game changer" for me with proper fit.

agreed, you can pry my long pattern Kydex and SS plates out of my cold dead hands, and actually my Freedom plate for single tank diving is the same

Clarification the $80 harness kit less the crotch strap.

From an archived snapshot of the old DSS site:

Large - 5.8 lbs, about 2" wider and 1" taller than the medium

Long - 6.3 lbs, about 2.5" taller than the medium

Extra Long - 6.9 lbs, about 4" taller than the medium

For comparison, here's images of the medium, large, long and extra long in that order.

The OP's image is an Extra Long which you can see from the cutout at the top of the plate.

That's for really tall divers. Tobin suggested 6'8" and up. So I'm out :-)
